How to obtain clientId/Secret for a Sandbox account

Hi,

We are looking to add provisioning automation to NetSapiens.

Can you please explain how we can create a clientId/Secret for use with the Sandbox account(s), and then after create a 'permenant' clientId/Secret for production.
